Update - The BTC transaction finally went through 6 hours ago.
I paid a low fee but took a lot longer than I expected so will keep that in mind for future. I wasnt in any rush so didn’t mind too much how long it took.

But the fees do still varies from time to time as I can see, the cheapest and low priority is around 43sats/byte and that's above the fee that you've set.
If it's not yet dropped by the network then you're likely to get confirmed as soon as these prio fees go down. Did you used viabtc tool for your transaction and tried to push it with that?
Also, I can see that I have opted in to Replace by fee (RBF) so how do I use this option and pay higher fee to speed up the transaction or is it done automatically after set amount of time has passed?

The best time varies at the moment because of the fee if you're going to send bitcoin to an exchange. Just check at most times --> https://mempool.space/ and read how much the fees at the moment.
Right now, from $7-$10 fee it's down to $5.52 for the highest priority transaction. So, if you think that has got down and you think it's best then do it.
And that means the best time is when you're ready to send it and to take these fees.

These are interesting forecasts from experienced members. Some of you are predicting the best time to be during weekends. Could this be because weekends are work free days so much people will not be online to trade? I guess other factors can also determine when it is best to send crypto from ledger like when price us low. Please pardon my ignorance, if I'm not making much sense here,. I'm just contributing as a layman.

@JamesDaniel90, for the umpteenth time, please read what other users have been telling you. Yes, that is the end of that transaction if you can see the funds you wanted to spend back inside your address, it means that your transaction was rejected, and that is because the fee was too low, thus there is no way your transaction can go through any longer. If it is still pending, then it can possibly go through, but you could choose to use RBF to hasten things up.Having said that, if you really want to spend that funds again, check the mempool before spending to know the most suitable fee rate to choose for your transaction to be confirmed as soon as possible.

Why are you asking the exact same question time and time again mate, Ordinals/BRC20 tokens are clogging the Bitcoin network and making transaction fees shoot up, there are quite a lot of threads discussing the same thing on the forum, even in the topic you created; thus you should no longer be asking "what's going on with fees"? But rather what's the solution to it, which i am afraid has to be either paying a high fee for higher priority, or low fee if you have time on your hands for your transaction to be confirmed (though you might want to enable RBF in case you get tired of waiting). The good part of things, as i have read though, is that this hype might not last too long (though don't take my word for it), thus things might return back to "normal" sooner or later. I think there is no exact time in day to be set as "best time" I always look at the mempool.space to figure it out the best fee and to see is the network is congestion or not and use native segwit address so you get the cheaper fee if your transaction is stuck there is method that you can read it here https://bitcointalksearch.org/topic/m.62037281 Replace by fee or Child Pay For parent

With OP talking about a time in the day, there virtually isn't a specific timing to it but, you could always try initiating transactions that could span over the night if you've got intent to use a low fee and when it doesn't confirm by morning, you be ready to boost your fee rate and broadcast to the network.
The better way to apply timing to initiating a transaction would be as Charles-Tim stated, using mempool observer.

You can send your transactions with a moderate fee and use RBF to increase the fee if you will need to change your plans and get it confirmed ASAP.

Right now, the estimate time for a transaction with 40 sats is more or less 9 hours. Take into account that this estimation fluctuates and, if in the next hours the network gets more congested, the transaction may take longer, and vice versa.
Fees are very high right now: the wallet I usually use suggests me a fee as high as $20 for fast transactions, but I have done this a few weeks ago for a few cents. You'll get used to it.

Don't worry JamesDaniel90, this is something that we all had to learn at some point, and this is what this Beginners & Help section is intended for.
Another thing you will notice is that, apart from a little decongestion during weekends that not always happen, fees fluctuate quite randomly and differences are huge: some days you can send your coins in seconds for just a few cents, while others it will take several hours or days even if you pay a few dollars, like in the last days.
Next time you plan to make a deposit somewhere and you are not in a hurry, take a look at the mempool and decide whether the price convinces you or you prefer to wait. Additionally, you can always send your transaction with low fees at any moment and activate the RBF feature (Replace By Fee) in your wallet that allows you to increase the fee in the future if you eventually decide to complete the transaction faster. Correct. You will be waiting an unknown amount of time given the current mempool. Could be a few hours, could be two weeks and your transaction doesn't confirm at all.Did you enable RBF as previously suggested? I suspect not.

You can send your coins from any wallet to exchanges, not only from Ledger.

I have just gone to send some crypto from my ledger to Coinbase but have noticed the fees are almost 4 times more compared to when I last did this.
By now you should have been more used to the already ongoing bews with the bitcoin ordinals which is the main reason why the bitcoin transaction fee has increased, there's a way you can target this charges to be more lesser than expected if you can track the mempool to know when it's less busy, you can also adjust your transactions fee rate to the lowest priority if you're using a wallet that supports RBF function.

No best time though, used to do that as well in the last couple of months, but I will say that it really depends on the mempool activities. You have to check it first before you do any transactions. And if you wanted to know what the reason behind the network being clogged again: If Bitcoin Ordinals endlessly spam the Bitcoin mempool to the brim, what next?!

For now we need to wait for the effect of BRC-20 on transaction activity on the Bitcoin Blockchain. Because it is reported that currently market activity has increased and the BRC-20 token & NFT market cap has increased by more than 600%*. If BRC-20 activity keeps increasing, I think it will be more difficult to determine when is the best time to send BTC. From Mempool's records (at time of writing this post), there are currently more than 200,000 pending transactions, so those who wants to buy BRC-20 tokens & NFTs will continue to increase fees to make their transactions are faster to confirm.

Keep an eye on the mempool status like you are told, sometimes I noticed this too when I want to make transaction from my Bitcoin wallet to an exchange but when such thing happen I will just ignore the transaction for an hour or few and the fee will reduce again, some wallets have transaction fee adjustment, you can check that out too.
Though I will like to tell you to get ready, and embrace yourselves for what's coming, we are in a bear market right now and low transaction fee is one of the benefits of a bear market, but things will get even uglier when the bulls take over.

AFAIK ledger had a terrible fee measurement, so make sure you're need to customize your own fees rather than trusting the ledger's suggestion.

In my experience whenever the market takes either a big dip or a big rise there is always congestion in the network. Try avoiding these periods for any Bitcoin transaction. Weekends are generally good but it is highly unpredictable due to the volatile nature of Bitcoin. Transaction fees are comparatively very high since the beginning of this week. Memepool is still showing a 10sat/vb fee is still being processed but it will consume a lot of time to reach its destination.
