Bittrex and Binance are the best exchanges at this time as they are very easy to use and have most of the good coins which are being traded on this market.

They are both excellent, chose on your programming language preference. Don't buy algorithms others are advertising until you are perfectly capable of writing your own. You'll be wasting money and not learn anything, because back-testing is not the same as real-time trading. Don't put your assets in all-in style, there's plenty of time to earn once you know what you are doing. In general - go slow and invest more with experience, there are no shortcuts.
