You cannot expect transparency in bitcoins, if that is what you meant by your word 'shady'. Not sure why you call Coinbase by that name, it is one of the trusted exchange online even they are having complex verification systems and many time taking procedures to safeguard everybody.

To be transparent, you can use localbitcoins, search for sellers near you and do a face to face transaction even if you desire.

I mean as a U.S citizen living here perfectmoney/okpay i even register on their site. I know that online non-reversible transactions are the more instant and safest way of making a trade, why did those platforms block U.S IPs from registering accounts?

Many friends of mine in US have stopped using Coinbase and are using more and more Gemini in the link above. That is the most trusted website to buy bitcoins in US (based on what my friends are telling me, personally I am in Europe and never used it). I suggest you to give it a try.
