You may try to use Okpay. They have virtual debit cards but you can't fund them with crypto related money (you can add funds you account bot not to the card) but this thing can be easily avoided for example by selling your crypto to someone through localbitcoins (but chose only trusted sellers because there is a chance of geting a chargeback there). You will also have a free IBAN after verifying your Okpay account and you will be able to make a withdraw to your bank.

At the moment I don't think you'll find one.
I'm looking too, but no success. As all used wavecrest. And all EU banks don't allow cards to nonEU residents.

Most of Bitcoin Debit Cars uses wavecrest as their provider, so I feel you too buddy  Undecided

There's Wagecan, albeit with high card fees it is acceptable worldwide as they don't use Wavecrest as their provider. Only buy this card when you're really desperate for Virtual Debit Card though.

You also can be patient and wait if its not an urgent matter, Wirex and Cryptopay are trying to find another supplier for their debit card that hopefully will accept worldwide citizens

A card provider does not necessarily support all non EU citizens so It really depends on your location. I'd go with Paysera for a non crypto card, as for crypto, you have multiple choices: https://bitcointalksearch.org/topic/list-of-bitcoin-debit-cards-1242788
