Let me go back to the original and real question. Cheapest VPS:

Basic plan at http://www.chicagovps.net/openvz.html costs 1$/month.

This is also listed as the cheapest VPS at serverbear.com. Also, take the opportunity to visit http://serverbear.com as it lists a lot of providers for different needs you might have.

well do they  have scripts that let you in Web servers?

EDIT: Note that for the price range you're after, you shouldn't expect to get cPanel. See https://cpanel.net/plans-pricing/ for the actual cPanel license cost, companies are unlikely to freely give such real licenses. chicagoVPS supports it if you pay more, a google search for "chicagovps cpanel" will help you there. You can also contact them for more information. I'm not sure how directspace.net operates in order to provide cPanel with plans starting at $3 USD.

... but the problem is that I don't have the time ...

In your previous post you said "Well I do have time to learn, just not the money."

You could always check out Namecheap. Accept payments in Bitcoin & fiat. Very good value for money.

Check on http://lowendbox.com. VPS providers list their low end packages on there. The US based ones are dirt cheap. You can easily find one in your price range.

I have heard of low end box, but the problem is that I don't have the time to email then and ask if they have scripts that install stuff... Digital ocean looks good, so I will email them and ask..

DigitalOcean doesn't provide cPanel, although you can install it yourself supposing you have a license for it (which, btw, is more expensive than the VPS itself). This hosting I suggested is mostly for people that can handle unmanaged hosts, it could be a good opportunity to learn how to setup everything yourself if you have some time to learn. I know they provide adequate answers to issues you might face, and there is also a good amount of posts regarding on how to setup things there.

As for your other requirements, you are free to setup as many domains as you want/need. You have full control of the VPS (otherwise the company shouldn't even call it a private server).

Well I do have time to learn, just not the money Tongue Im 13 years old! Im just a PhP dev, and dont know much about web server, just how to use php... Could you link me to a good tutorial. Also any install scripts for these?

BTW: Although I am 13, nothing really limits me, and so far I have created the first coinbase bitcoin faucet!

You want the BEST or the CHEAPEST ? For something at $10/year I find it hard to expect something of good quality. Digital Ocean starts at $5/month and might be more than enough for your needs. And that brings up a good question: what do you actually need ?

Also, to get better answers you should provide a list of hosting companies you already considered and rejected (together with a reason of why you rejected each one of them). That way we don't repeat options you know about, and you contribute back with your opinion about them.

Edited the OP...

Hey,
I have created a faucet : http://faucet.nahtnam.com and found an issue with the hosting provider, and its going NOWHERE. I was wondering if you guys could suggest me to  a place that sells cheap vps's like $10-$30 per year, that has Pre-Installed scripts for webservers w/ CPANEL... Thanks!

EDIT: Well the only thing i have looked at is directspace.net, and they wont reply to my ticket, when I asked them if they meet the critera... I will think of using Digital Ocean, AS LONG AS they have pre installed scripts that installs a web server that has CPANEL installed. (Any Panel is fine). Also if they let me hosts as many domains as I want, and allow 1 domain to use PrivateSSL, and the rest to use a shared ssl. My pricing is flexible, but for now post the bests one's you think that are fairly cheap...
