The best way is to start using bitcointlak extensively like you have never used any other website before. Start your day and end it browsing the announcement section here at bitcointalk. All projects are first published here before they go on any other platform. So if you want to be an early investor, this is the best place to be.

I've been using ICObench to find new ICOs, but the trouble I have with using the app is the project's airdrops/bounties have already ended. Or sometimes I'll miss out on special token sales.

How do you find high quality ICOs before the airdrops/bounties/presales have ended? I know there is an altcoin announcement section on this forum, but it takes SO much time and effort to find these kinds of high quality projects there.

Any suggestions and sources would be of great help!
There are a lot of ICO rating sites out there. These sites usually offer a way to sort project based on rating (quality), end date, start date, etc. The rating feature itself will save you some time from crappy ICO, you could just view at the high rating ones and evaluate it yourself. There are many new ICO sites. But I think the best way to follow it is through Bitcointalk. The people here are both well followed and giving very good information.

There are few ways to monitor new bounties/airdrops. First, like @arjuna BTC already mentioned, you should check Annoucement subforum on the regular basis, it's just the best source of all bounties. I also recommend bountylord.com portal, cause it's easy way to compare many projects at once. Another good source is this thread - https://bitcointalksearch.org/topic/bounties-the-managers-smersy-3051158 - where @Hakamura made great spreadsheet with most bounty managers.

I think the most reliable source for getting news about new altcoins you can get is in this forum's announcement section. Almost every new altcoin's or ICO's announcement is being posted here. Also you can check some popular sites like coin market cap, ICO drops, ICO alert.  
I agree, it is best to look for projects. Study them and make a decision. If you follow someone, you'll drown with them. And if you succeed, it will be hard to call it a personal achievement.

there are several websites that shows ico rating. and there are some telegram channels that shilling popular icos ongoing and upcoming. you should follow them so you can have idea what is going on and which ones are good to invest.

Easy but not that spoon feed, you need to know first the bounty manager if they trusted then filter all their bounty look for the one that has a potential you will know that by reading their whitepaper and road map.

many websites with ICO listing services are almost identical to ICOBENCH, but I still recommend ICOBENCH as a place where you find ICO from all over the world
As for other websites such as tokenmarket, ICODROPS, hoticolist, and so forth are only for consideration only

I use the forum to find information on new coins. Very rarely when there is no announcement on the forum about an event held by developers

There's a lot of new Altcoin now and I think a lot of good and potentially. But I suggest and you should know it. The latest Altcoin I think is nice is Skyfchain. It's a very good new altcoin.

There are some popular sites like coinmarketcap.com and ICO alert you can check out. They are very active and you wont miss any new or upcoming ICOs and altcoins. Also to get update all the time theres a app called ICO alarm. Its an awesome android app that you can rely on. You will get instant notification when any ICO launces.

best way to find new altcoins is this forum, then coinmarketcap https://coinmarketcap.com/new/ (only new coins), airdrop alert for any new project that is airdropping a new coin.
ICObench and other sites could be useful, but on forum you can find the best opinion, and you can make your own just reading comment of other users.
