Either the country has an exchange for local currency itself (which will probably work) or you transfer from USD/EUR exchange to your country (which probably will not work).

Hi,
I have some friends who send money to their families monthly to countries like Albania for exemple.
They used Western Union or stuff like that. They pay each time at least 10% tax.
I told them about bitcoin and that they could do this with much less taxes (0 in theory).
I wanted to try with a few bucks but I did not succeed.
Localcoin not work, coinbase, bitstamp, bitfinex, dagensia, etc. do not work (the currency of this country is the lek)
btc-e, mtgox, bitcoin.de cashout do not work for same reason.
My question is simple: how to send money in such countries regularly, without fees and easily (they do not want to have to talk about bitcoin to their family)? Is it possible?
