Binance allows payment with credit cards through Simplex. What happens is that Binance interfaces to Simplex in order to provide the data (Billing Info: personal details, billing address, payment and verification). I have not followed the whole process through, but I’ve seen that Simplex in general asks for a selfie with the credit card, and a passport or alike.

Just like Coinmama that I suggested above, Paybis and many other services, they are using Simplex as a third party service to process the payments so it's not up for Binance probably and like the article I've given above, I'm not sure based on which criteria but apparently sometimes they ask for ID and sometimes they don't.

Only a few well-known websites that accept debit or credit card payment without ID verification process.

If you want to buy bitcoin you can try to use your visa card to buy a giftcard then you can buy bitcoins from https://paxful.com if you use gift cards they won't ask you for ID verification or selfie verification.

And I think you can also deal with someone P2P from paxful.com through visa card to bitcoin without verification process.

This article suggests that Coinmama doesn't request ID verification in most cases, try that.

My suggestion would be to buy some digital goods (a gift card for example) and resell it to bitcoin, the limits and fees will always be higher because of the risks that the exchange takes whenever there is no ID verification.
