Hello!

Your funds were refunded in full (the exact sum we had received from you, namely   0.004688 BTC), no network fee was withdrawn from this amount.
Hello (you fucking morons)!

If you check my sending history, you'll see I sent an extra 0.0001BTC to the receiving address for the transaction.  You did not refund this to me, thus you did not refund me in full.  It's not surprising you missed it when I mentioned it in my e-mails, because it didn't seem like you were listening to anything I was saying up until the time I started this thread.

Keep the 0.0001BTC.  I'm not fighting you for that.  But you just lost a customer over your stupid mistake of taking NEO offline for maintenance after I'd sent you money to buy it.  You should have offered a refund instead of me having to do all of this time-wasting shit.

As regards your Binance deposit address, we had sent your funds to the wallet address you had provided to us, not to any other address.
You guys really don't understand what people are writing, do you?  Do you realize why I wrote that statement about the refund going to my Binance account?

The amount of moaning about them over the years is pretty epic.
I honestly haven't seen many complaints about them, but it's certainly possible that I missed them.  And after this relatively small debacle, I'm not using them again and I'd advise anyone against going anywhere near Changelly.  You're also probably correct about the KYC thing, too.

I thought changelly was realiable. I really like those services such as changelly, easyrabbit, instaswap, etc, because they are fast and no kyc and no withdrawal fees.

I'd never go anywhere near Changelly. The amount of moaning about them over the years is pretty epic.

As for no KYC, Changelly will spring it on you and lock your money if you hit an unknown trigger. If you don't satisfy them they have stated they have the right to keep it.
Hello!

As you can see, we've refunded BTC to the customer as it was agreed with him before. Our team strives to solve every case with maximum attention to details and in the minimum time possible. Unfortunately, due to technical difficulties in some situation, it can take a longer time to deliver funds to customers. In case you had any difficulties with us, please indicate them so we could attend to the matter as well.

Regarding KYC checks, we wouldn't like to disclose specific criteria of our system for the reasons of security so that potential fraudsters won't be able to use them for their malicious activities. It's necessary to say that if a customer refuses to undergo verification, the funds will be surely returned so we don't lock them. There are also plenty of cases when we assisted exchange services with detecting frauds. For example, the recent case with Buthumb hack - > https://changelly.com/blog/bithumb-hack/. However, most transactions are still processed anonymously (99,5%). For more information about our AML/KYC policies, please follow the link: https://changelly.com/aml-kyc.

P.S. Our tech team restored NEO so the coin is working stable now.

Thanks for your understanding and patience!

Few time ago I had a similar problem, caused by wallet that is owned by changelly founder and is integrated with changelly
It was the same amount, 0.004 BTC, and it was clearly their fault. They refunded me and gave me good support. But I never used that wallet again ...

Update:

Changelly refunded me 0.004688BTC, neglecting to refund the extra 0.0001BTC I sent as mentioned in the OP, but I'm happy to be done with them.

I got nothing but excuses and stonewalling from them, and I will never use their service again.

By the way, the TxID of the refund is: c1e337f718227e0f804231b280a09978cad99cd6b009190ba53c38449b952904.  The address I received the funds at is 18jgCW4WX3kqZU6cacgGEReGc7nZJf7S29, and you know what?  It's my Binance deposit address.  I got my trade done on a real fucking exchange, thank you very little Changelly.  You can rot in hell.

Hello!

Changelly representative is here. First of all, please accept our sincere apologies for the distress and the delay. We are sorry to hear that you as a loyal customer for a long time has had such an unfortunate experience with us and will try to sort the problem out in the near time.

We'll take necessary measures to develop communication in terms of providing clear information to our clients. Also, we do assure you that your coins won't be lost and once ongoing complications with NEO are resolved by our technical department, you'll receive your coins. Unfortunately, the technical issues turned out to be more complicated than we expected hence, it takes a longer time to eliminate them. However, our tech team is doing all in their power to fix NEO in the shortest terms possible and speed up these processes. As for now, NEO is likely to be switched on tomorrow but still, the asset requires special attention from our tech team. So, we'll keep an eye on your case and contact you immediately once the coin is fixed.

They offered a refund and then immediately reneged.

Let us clarify the matter. Basically, the refund wasn't available due to the fact that your funds have been already converted to BTC. Therefore, there is no opportunity to refund your coins via our system. But we can see how painful and stressful this case is for you so our team can, on an exceptional basis, refund your BTC from an exchange market.

We've already contacted you via e-mail and are looking forward to your decision.

Should you have any questions about our services, please ask us! We'll do our best to help you!

By the way, all I can think about Changelly is this.
LOL nice one.
By the way, I am sorry that you are going through this and I really hope it resolves soon. Binance and Kucoin are the exchanges I use too. You can try Kucoin too but I never suggest to keep the coins there. Once the trade done then immediately withdraw the coins ignoring the withdrawal fees assuming you hare holding them for long term to have a better price when you sell.

Gotta buy low and sell high, right?
Right but I never was able to make profit LOL so I hodl my BTC as they are 🤪
Lost a lot in the past because of careless me.

I hope the issue resolves soon. What inspired you to go with Changelly instead of regular exchanges like Binance or Kucoin? I am just curious.

By the way, lately I have noticed that you are buying into NEOs (I hope this brings good thing for you). I think you are taking the advantages of the lowest market price.
Ugh.  I think I just wanted the coins quickly--I was being irrationally impatient.  Normally I do use Binance and believe me, they're the only exchange I'm going to use from now on unless something better comes along.

And yeah, lots of alts are at very low prices and though I'm not passionate about them in general, I really like the interest-earning (or whatever you want to call it) properties of coins like NEO and PIVX.  Gotta buy low and sell high, right?

By the way, all I can think about Changelly is this.

I have used Changelly many times since 2017, and have never had any problems with them.  Not even any delays that I recall.

But oh boy, I have to relate my recent shitty experience with their customer service.  This is not a scam accusation yet, since they tell me the issue is going to be resolved, but I will fill out a formal scam accusation form if I don’t receive my coins within a week or so.

I sent Changelly 0.004688 btc to exchange for 3 NEO.  After waiting about 4 hours or so, the NEO still had not arrived in my wallet.  I figured I might not have sent enough bitcoin, as Changelly advises customers to send a little extra when buying NEO (I forget the reason, but the statement was there when I did the exchange).  I then sent 0.0001 btc to the same Changelly address just in case.  More hours went by, and still no NEO.

The e-mail correspondence between Changelly and myself is as follows:

5/22, me:
Quote
This is regarding transaction ID zwp8sahntbks2kc0 which I made
yesterday.  I am expecting 3 NEO, and I even sent 0.0001 btc extra to
the receiving wallet in case I hadn't sent enough the first time.  Can
you please advise when I will receive my NEO?

5/22, Changelly:
Quote
Dear Customer,
Thank you for your query.
We had to temporarily switch NEO off due to its maintenance. Once the maintenance is completed, the transaction will be finished.
Hope for understanding!
Sincerely,
Changelly support team

There was no warning before I sent my funds that NEO would be in maintenance mode.  Do you have an estimation of when I will receive my coins?

5/22, Changelly:
Quote
Dear Customer,
Unfortunately, we don't have ETA of when NEO is back but our team is doing its best to complete the matter shortly.

5/25, me:

Any estimation on when I will receive my 3 NEO?

If I don't receive a specific response from you as to when I can
expect them, you're going to lose me as a customer, and I'm going to
have to open up a scam accusation on bitcointalk (userid: The
Pharmacist).

This would not have been a problem had you put NEO into maintenance
mode BEFORE accepting my funds.  As it stands, you are basically
getting an interest-free loan, and am without the coins I bought and
the GAS they generate.  This is absolutely horrible service, and I've
never had problems with Changelly before.

The NEO should be sent to AZuTBfavgfJYVXPsWq7nxWHKbY4k1Z7gzR, which is
the address I used for the transaction.  It would be an act of honesty
on your part if you sent the GAS earned during this delay.

Thank you.

5/25, Changelly:
Quote
Dear Customer,
Thank you for keeping in touch!

Please kindly note that the transaction got halted exactly at Sending stage, so your funds got stuck half-way, unfortunately. Once NEO service is restored, the amount will be delivered to the recipient wallet indicated.

Hope for your understanding!

5/28, me:

Since it appears you have no idea when I will receive my 3 NEO, I
would like to request either a refund of the 0.004788 btc that I sent,
or an equivalent exchange to another coin, preferably BCH.

This sounds like a fair resolution to me since you have been keeping
my NEO and the GAS it earns.  Please let me know your decision.

5/28, Changelly:
Quote
Dear Customer,
Thank you for your query.
NEO is still under maintenance.
In case you want a refund, please provide us the refund address and once NEO is on we'll try to refund your funds.

5/28, me:
Quote
OK, refund address is 18jgCW4WX3kqZU6cacgGEReGc7nZJf7S29

0.004788 btc is what I sent to the address you provided for the NEO exchange.

5/28, Changelly:
Quote
Dear Customer,
Thank you for your query.

We have investigated your issue once again and found out that due to the reason that your funds are exchanged already, we are not able to provide you with the refund. However, please kindly take into account that since your funds have been exchanged already, no further delay can affect the resulting amount of NEO

Once NEO is back, this amount will be deposited to your wallet.

Hope for your understanding!

5/28, me:
Quote
You JUST said you would give me a refund.  If my bitcoin funds have
been exchanged for NEO, you can just keep the NEO.  This is a
ridiculous excuse on your part and is extremely poor customer service.

If I don't receive my 3 NEO with in 2 days, I am starting a scam
accusation thread on bitcointalk to let the community know how
Changelly treats its customers--and over such a small amount, too.
There is no problem with the NEO network right now and you have given
me no explanation as to why you cannot send my 3 NEO.

5/28, Changelly:
Quote
Dear Customer,
Thank you for your query.

Please kindly note that we will be able to initiate any operations with your transaction once NEO is back on. Since NEO service is not available, we cannot proceed with your order. Once NEO is switched on, you will get your money!

Thank you for your patience!

5/28, me:
Quote
1)  You just lost a customer over what amounts to about $36.
2)  I'm writing a report about this lousy customer service experience,
which will be followed by a formal scam accusation if I do not receive
the NEO.

5/28, Changelly:
Quote
Dear Customer,
Sorry to hear you had such an experience.
Once NEO is back, we'll certainly help you with this issue.

5/28, me:
Quote
You keep giving me canned responses, and I am writing a full
description of this awful experience for a bitcointalk thread as I'm
writing this.  In fact, I'll give you a preview in an attachment.  I'm
not done with it, of course.
(I was writing this in a Word document in between these exchanges and sent them a draft)

5/28, Changelly:
Quote
Dear Customer,
We apologize for this experience you had.
We'll try to do our best to resolve it for you.

5/28, me:
Quote
You're not trying.

You offered a refund and then in the next e-mail reneged on that
offer.  You are losing a customer and getting a forum complaint over
$36 worth of NEO.  That says a lot about what kind of business you
run.

5/28, Changelly:
Quote
Dear Customer,
Sorry for misleading you but your funds have been already exchanged to NEO that's why the refund process is not possible.
Our engineers are working on the issue, as we have problems with NEO.
We're kindly ask for your patience and promise that you'll get your NEO once it's on.
_______________________________________________________________________________ __________________________________________

So the bottom line here is that immediately after I sent my bitcoin to exchange for NEO on 5/22, they took NEO down for maintenance and have not resolved this issue since.

They offered a refund and then immediately reneged.

They have no idea how long NEO is going to be in “maintenance mode” and their method of providing customer service is to basically stonewall their customers with generic responses.

No reputable exchange would have customer service like this.  I would think twice about using Changelly, because you just don’t know if they’re going to pull some shit like this on you.  I'm not looking for pity or "I told you so's" in this thread; I'm just fed up with exchanges that think they can do crap like this.

Again, this isn’t a formal scam accusation since there’s still the hope that I’ll get my NEO, but I wanted to warn the community and advise people not to stand for garbage the likes of which Changelly is serving up.

Edit:  As a huge, belly-laughing LOL, this is their response after I sent them a link to this thread:

Quote
Dear Customer,

Thank you for the link provided!

In case you need any other assistance, please do not hesitate to ask!

Fucking morons.
