I guess this is the reason that OKPAY changed the requirements too.


You are right. They also asked for my other documents and explain it by the fact that the bank has changed the requirements.
I' was nervous, but I did everything they asked.

A similar thing happened with my business. Last year, my insurance company in one day made ​​terrible changes in the requirements for the client's documents. It almost killed my business.
I had to change the terms for a half of my customers, some of them refused to work with me, but I could not do anything...

I will not be trusting any claims of debit cards until BoA or such reputable bank offers them. OKPAY lied about the requirements to get a debit card by changing them after I sent in the money and applied for it. Now they have my personal info and who knows what they will do with that.

Companies like that can't be trusted with anything, I've found most such companies to be rather insensitive towards customers.

Forget OKPay. If you need a card, go with Netspend.

Its not illegal to ask for or handle copies of other people's identity cards, including their passports.

There is a problem with US citizens getting an OKPAY debit card. They no longer accept a copy of a driver's license. After sending copies of my bank statement, electric bill, cable bill, and CDL, it still isn't enough verification to authorize a debit card. They now want me to illegally make a copy of a passport. Even if my passport was not currently expired, I would not send a color copy as they request. Smells like scam. I'm only out two BTC, but feel a heads up is in order.
