Maybe the site you mentioned don't belong to the same people because after checking the site domain information, the site web archive shows that site have been in existence since 2013-08-12 but re-registered on 2018-08-09 @ 10:38:40, updated on 2019-02-15 @ 03:03:15 and will expire on 2020-08-09 @ 10:38:40. However, the bonus was indeed without KYC but since the exchange is from Hong Kong KYC will be needed before making withdraw.
