Avoid Changelly because often, what you get is much less than that appears on the site (there are always hidden fees)
The price of Bitcoin may rise so I suggest that you transfer using Coinbase it is true that they ask for high fees, but the fluctuation of 3% is normal in Bitcoin and profits may be made due to the fact that the price of Bitcoin is now cheap and may increase in the coming days.
When you gain enough experience, you can try alternatives.

They do. Since you are from the US, you can buy BTC through PayPal except if you are from Hawaii. But I don't recommend PayPal because, at least for now, you are not allowed to withdraw your Bitcoin to your wallet of choice. It's up to you, though.

Yes, you may choose to have your BTC sent to your Electrum address. Just make sure you downloaded your Electrum wallet from no other than https://electrum.org/, kept more than a single copy of your seed somewhere safe, and double checked the address.

I'm not familiar with a lot of these terms discussing BTC and other coins too confusing?
Can you recommend a escrow service? I've never used one? I want to buy about $400 worth of BTC to send to my electrum account.

Some of the users there are trusted traders (please check their trust score first), so you don't need to use escrow anymore and you will be guided until Bitcoin lands on your Electrum safely.

I recommend one trader who I think is quite trustworthy, pls check his thread out here. I hope he is available at this time.

Except Binance.us you can use Kraken exchange that have very good volume and they support many coins, and you have other option to use Gemini or FTX exchange.
If you don't want to pass kyc verification you can try using decentralized exchanges like Bisq or some P2P trading websites like localcryptos.

Does Electrum Support Ethereum?
Electrum is wallet only used for Bitcoin, so if you want to use other altcoins from one wallet best and safest thing would be using opensource hardware wallet like Trezor.
There are other wallets but most of them have closed source software and I would avoid them.

As per terms, there should be no problem using Binance USA if you are NOT on the following states:

Connecticut
Hawaii
Idaho
Louisiana
New York
Texas
Vermont

And if I'm not mistaken, using Credit Card to buy Bitcoin on Binance also plays around 3.5% as Coinbase.

You could always take a ride there and see for yourself if you've got the time to spare (and assuming it isn't too far away from where you live).  However I'm pretty sure any BTCATM is going to charge you more than 3.99% to buy bitcoin--some of them I know charge way more than that.  But if you need bitcoin quick, ATMs are a convenient way to go.

Goinmerry listed the states that Binance doesn't service, so if you live in one of those you're out of luck--and you're probably out of luck with other exchanges as well.  I'm in one of the restricted states and I wasn't able to use Ledger's partner (their name escapes me at the moment) to buy bitcoin using my debit card.  I don't know why it's so difficult to do so, especially since BTCATMs exist, but apparently it is.  Good luck.

R. If a ATM charges more than 3.99% I might as well buy from Coinbase?

Actually, you already answered your question Electrum doesn't support any altcoin it is only for BTC.

Are you looking for a wallet that supports both BTC and ETH? You can check Mycelium wallet or Coinomi wallet they support both BTC and ETH.

R. I have about $100+ in my Electrum account and I would prefer to use that to help pay for a $533.00 purchase.

Binance needs your number because they will send you your one-time verification code there.

Anyway, if you have a payment option other than a debit card, say, PayPal, you might want to do the buying here. Please check the Currency exchange board. There are 1:1 ($1 of fiat: $1 of BTC) offers there. That way, you could avoid buying BTC with high premium from exchanges. Please use escrow.

R. I dropped the thought of using Binance.us because their rates are about the same as Coinbase.

I heard some users having the same issue buying on Binance US and most of them end up buying on other exchanges due to Binance US restrictions buying with debit/credit card.

Anyway, you can still buy BTC on another platform or exchange.

Binance recommend people to buy on trustwallet with a debit/credit card you can find the guide from this link https://trustwallet.com/buy-bitcoin/

I'm trying to set up and account with Binance, but having trouble getting past the security check sliding thing on the phone app? They want you to add a cell number, but don't list the USA?

Is Binance available in the USA?

I got this online: U.S. customers can’t use the Binance platform, and the Binance.US exchange is very limited

I want to buy BTC with a debit card at the lowest rate?

Coinbase charges 3.99%.
