So decentralizing has become centralized once yet again. Would it not be easier to just sell all bitcoin and put it back in the Bank?
Not at all. In fact, creating Bitcoin securities such as bonds should be much easier as it can now be escrowed securely and leveraged. I'm not sure where you get the idea that Bitcoin has become centralized.
