The Bitcoins creators intention of mining and most importantly choosing where Bitcoin goes.
If bitcoiners have proven one thing over the past years, it is that they have a lot of ways to hide their identity and to create a multitude of accounts.
Voting like this is just waiting for bots to appear to make thousands of votes. It would never be a realistic representation of the community. It would all depend on who has the most funds and the best bot for setting up voting wallets.

Some of world opinion seems to think that should be "gaol" and not "goal". 
If one person owns a mining farm, they have a definite advantage over the person who runs a small operation from his basement. This will be a very difficult thing to implement, because people will just use Virtual machines to bump their votes, like the Bitcoin XT guys did to influence the node statistics.
