there isnt a solution.
Some countries on their incoming migration (visitor) forms ask you if you are a terrorist. I'm sure that works well for them. 
Isn't terrorism already banned? If you hunt down and kill people for doing something it must be illegal, duh!
I dont think governments can actually ban terrorism or Bitcoin. Till we have countries, governments, religions and inequality of any kind (so most possibly forever) someone will riot and extreme idiots will become terrorists. Also, till we have internet and ppl who like financial freedom, we will have Bitcoin.

Terrorists will always find a way to weapons and other goods where they are looking for. Ban Bitcoin don't help anything at all. When you close a door another will open again.
They banned it (except when their guys doing that) long time ago, but the terrorists doesn't seem to listen
