A while ago:

Do not know if this is still ongoing.

Bitcoin denominated card is going to need something like OpenPay.  However a card that converts bitcoins in your account into whatever currency you need for spending already exists.  You just need to find a bank that views bitcoins like any other currency.

Ok, so people normally pay cash for credit card bills. What if we had one that let you pay bills with bitcoins? Or a debit card system where you deposit bitcoins, and are able to use a card to spend them anywhere?
