What kind of budget do you have to spend? I'd recommend going to freelancer.com and type in "bitcoin" to see current open bitcoin-related projects and what is being bid on those projects by various programmers. Then post your project there and start receiving bids, evaluate track records for the various bidders and select the coder who best fits what you're looking for.  Lycka till...!

If you tell about online excanger... it's very big work... if you tell about little business with your friend... so i think that not a problem without any help...

Hey!  What do you mean by cash in hand? I want to pay taxes etc, I want to make it legit but could you explain more? What's the best option? I have a feeling that wire transfers and taxes is a good option.
