These are all Bitcoin Core wallets. The window that is screenshot is actually the Debug console which is a separate window that Bitcoin Core create when you go to Help > Debug Window > Console.
The icon is indeed supposed to change from closed to open when you unlock. This looks like a bug. Can you provide exact replication steps?

I can't provide any steps as I'm dealing with a scammer. One who's scammed me personally. I'm trying to foil his plans and if I hadn't been so foolish & thought of the control test I have just seen him fail I most likely wouldn't have been scammed.
There is a video that, while I feel hasn't been too heavily edited with post production it wouldn't surprise me if it was. However the lock is something I'm sure he would have overlooked as it was not something that drew any attention to.

Based on the low resolution (blurry) images, [1] is Bitcoin Core wallet?, [2] I have no idea, can't tell by the looks and I'm positive that [3] is Multibit, which are all made by different developers.

It's not about being HD or Not, it's simply based on how they set and display the lock icon's function.
My assumptions are:
- The Lock icon can be an indicator that the wallet.dat/file is encrypted, thus, there is a lock icon whether it's opened or closed.
On non-encrypted wallets, it will not display a lock icon. - There could be a list of wallets (in 2&3) GUI which has a "locked" icon if it is encrypted (none if not), after selecting & entering its passphrase, the wallet will open and display the icon as "unlocked".
Those are based on theories, I never used any other fully functional 3rd party wallet other than Electrum (excluding coinbase/bitpay/coins),
I could be wrong.
I'm 100% sure that an encrypted wallet should as I have seen unlock when the walletpassphrase is entered correctly.
Here are 3 screen shots from different OSes & languages. The odd one is the screen shot of the wallet on Windows 10 that is not a HD wallet. When the walletpassphrase is done successfully we can seen the proper null responce. However the lock icon does not unlock!? Is this something that a non HD wallet does usually?
