@truebits, you should have actually moved the entire thread to the appropriate board, not opened a new thread. There is a move button (bottom left). But once you've opened a new thread, just lock this one (option also available bottom left).

Thanks I will give that a try, but what does that tell me, when I run it.
There, you can find "Error:" and "Warning:" lines of text that will tell the reason why your Bitcoin Core is stuck at 89%.

Additional info: Windows10 may not be able to open a ".log" file directly as text so, select a text editor (like notepad) when it prompts you.
The debug log will be saved in the data directory, if you're not using the default - %appdata%/bitcoin, you should look in your custom bitcoin data directory.

It will clearly help you to troubleshoot what is wrong with your Bitcoin Core. It's hard to tell if you provide only the information on the OP, but by the fact, the process only increased 0.01% over the course of the whole week, there must be something that isn't right.

You can post the debug.log here so we will be able to troubleshoot it and if you are interested whats the meaning within the debug log, try to see on Debug Log 101.

I believe it would be helpful if you also provide the debug.log file, just hide the sensitive information and try to post the output here.

If you are using the default directory, you can open up the file by:
Go to Start -> Run (or press WinKey+R) and run this:

%APPDATA%\Bitcoin
You should find the debug.log file there.

I am trying to sync one of my computers with the Bitcoin core network since it has been out of sync probably for 6 months or so. It starts off working as you can see in the Bitcoin core window it says 89.46% complete and the blocks keep changing. But I have left it alone for over a week and it hasn't change hardly at all? Its up to 89.47% complete? And it appears the blocks are no longer changing inside the window. Its acting as if it has gone to "Sleep" (the Bitcoin software window stay open but it doesn't appear anything is happening).

I do realize it may take awhile to update.

Is there a setting on my Windows 10 computer that it "times out"?

Prior to getting this started, I have temporarily stopped all the windows updates (i manually ran Windows updates last night).
