The change seems to be catching a few people out.
It wasn't specifically described in the release notes, but the PR was included. I've asked in the dev-chat about it because it seemed a tad weird; more information can be found here: https://github.com/bitcoin/bitcoin/pull/12721.

The option to create new addresses is still there, it has just moved:  https://bitcointalksearch.org/topic/where-is-the-new-button-on-receiving-addresses-of-bitcoin-core-0170-5050187

hi, does anyone have the full node bitcoin core v0.17.0?
 I would like to know if it's normal that in the GUI it's no longer possible to create a receiving address, I have already created about twenty with the console command, but it seems so strange that it can no longer be created normally via the GUI.
