It is entirely dependent on the version you are downgrading from and downgrading to.

There is information on downgrading in the release notes of each release.

If you are downgrading from 0.13.0+ and your wallet is an HD wallet (I.e. you created the wallet on that version), you cannot downgrade to a version prior to 0.13.0 unless you export all of of your private keys and import them into the downgraded wallet.

If you are downgrading to a version prior to 0.10.0, you will have to redownload the blockchain. With other versions, you will not have to redownload, but your wallet may not necessarily work as the wallet format has changed.

Generally if you downgrade from the minor version back to the major (I.e. 0.13.1 to 0.13.0), you should have no problem as long as there is no soft fork that changes formatting like segwit.

1. It depends on which version you're downgrading to, but most of the time it won't have to resync.
2. You can find your wallet.dat in AppData\Roaming\Bitcoin, just copying and pasting should do, but that won't be necessary because your wallet.dat file isn't deleted when updating Smiley

If for some reason i do not like the new version of Bitcoin core and want to download a older version instead ...
