In trying to better myself in the crypto industry I came across this phrase "Bitcoin flashing software" and after reading through some publications about it I'm quite troubled.

I did 3 minute research and it's just another scam with gibberish text. They mix all kinds of terminology to make their software looks convincing.

Is there any way that exchanges would notice if a certain Bitcoin stored in their platform is a flash BTC? Any solution for victims who had bought same unknown to them?

Since the software itself is scam, the exchange never receive anything from whoever use that scam software.

As pooya87 said, there is no such thing as flash bitcoin. Once bitcoins are transferred across the blockchain, it is permanent. You are probably referring to unconfirmed transactions that are double-spent with RBF.

It sounds like someone invented a new term and reading the website descriptions on google it looks like they are scamming people with "fake bitcoin transactions".

Just know that there is no such thing as "flash bitcoin" and you can not send "fake bitcoin transactions" or coins you don't already own.
