What exactly do you mean by not working? What error message did you get when you ran bitcoin-cli -getinfo?
I think what he's trying to say is that he watched this video https://www.youtube.com/watch?v=mbG7hBMWQrs
 then he opened CMD and wrote bitcoin-cli -getinfo and it didn't work for him.

That much is obvious. bitcoin-cli is meant to be used on CMD or terminal.

@OP Why would you want to run a full node connected to Tor? If you do not know what you are doing or are not good at dealing with commands, then watching such videos will not enhance your privacy unless you have technical knowledge.
