well yes bip is open to anyone with ideas. due to the lack of centralization or primary leader, bip was implemented. these documents will go under review and will be discussed by all members of the community and not only a board of directors or something

to be implemented, the community must reach a general agreement. some of the most significant bip examples are BIP 39 and BIP 32

I wanted to ask if someone could explain to me how Bitcoin Improvement Proposals (BIPs) work exactly?

Can anyone knowledgeable about programming submit their ideas, and how does the testing and potential implementation of these proposals proceed?

BIP1 and BIP2 describe the process. However, the BIPs repository now has new maintainers, so the procedure may adapt from before. You can see some of the discussion in this room: https://t.me/spacechains/32714
