I'm not sure if this is the right category so I figure I'd just post here because I couldn't find anything else that was what I was looking for.

I was selling Bitcoin Mining Contracts on Ebay, but when I called to up my item limit because of other things I sell, the guy told me that Bitcoins weren't allowed anywhere on Ebay except for their classifieds because of regulations against exchanges.  I guess my question is why are mining contracts also not allowed if I am listing it as a service and not selling the virtual currency?

My argument as to why it should be allowed is that the bid or buy it now is for the service I provide in mining them Bitcoins.  There is no promise to exchange actual money (USD) for a specified amount of Bitcoins.  The amount of Bitcoin a person will get depends on the difficulty and not the value of the dollar. 

If anyone can explain to me why their policy is the way it is and/or why my argument is right or wrong I'd appreciate it.  Thanks
