well, nobody knows the electrical costs there so nobody can really accurately answer your question, but if the costs are lower than 0.10$/kwh you can start considering mining. If you want to start mining i'd suggest picking up a S9 or A721 and starting off with those; they are really the only miners you can make money with at this point in time unless something changes drastically like btc price or difficulty.

It's known that India has one of the cheapest electricity rates in the world. It should be profitable assuming you don't need significant infrastructure to support your operation.
As for how to start mining, you should look for miners that could get shipped from close to where you are to cut down on costs.
Cheap but unreliable.

Many people are stealing power and overloading the whole network, which is also a big problem.
