What a ridiculous question, you only need to know some math or how does the money works before joining bitcoin. all the currencies who are in every country have their own currency exchange rate.
usd/eur is about 1.17 each (it means, 100 euros equals to 117 dollars) and the same goes on with all the currencies who are legal, the same happens with bitcoin.
You should need to ask it to Mr google before making such a question..

Converting bitcoin to fiat is decided on the exchange and people who are trading bitcoin to fiat. If you check the regional exchanges then chinese exchanges have bitcoin to Renminbi. These rates are decided by the traders and exchanges. Many exchanges are purely bitcoin oriented and do not have other crypto pairing. That is bitcoin to local currency.
The proportion or difference between buying, selling bitcoin to USD or EURO will be mostly same as their differences in price. Give or take the local countries regulation.

Exchanges run both, it will equal the same amount of bitcoin. Each world fiat currency has its own exchange rate.

You mean if you exchange your USD to BTC then exchange it to EUR, then will it still be the same value. For example, this is based on preev,

1. 100 USD (85.12 EUR) = 0.0173 BTC
2. 0.0173 BTC = 86.20 EUR (101.31 USD)

That means it does increase when you exchange it USD -> BTC -> EUR. However, this is only theoretically, and it assumes that there are no exchange fees and that you are buying and selling at spot price. So in reality, you will not profit if you did this.

What do you mean? Are you asking if the exchange rate for both currencies are fair? That would depend entirely on your exchange. It should be pretty simple to find out their exchange rates. They're both popular currencies though, so I'm pretty sure exchanges charge the same amount.
