Have you tried through qiwi? I have read complaints about Perfectmoney. Either way, if you can teach an easy way to fund BTC-E you will be very popular.

You explain only how to set up and validate a Perfectmoney account. You do not explain how to deposit money into the new Perfectmoney account, nor how to then buy from BTC-E.
