If you are talking about making a Bitcoin RPC connection, that is not possible using only Bitcoin Core software because bitcoin-cli only supports connecting via HTTP. It does not even support connecting via HTTPS. Also, it doesn't support connecting by proxy IIRC, although I am pretty sure that you're not able to connect via SOCKS5 (Tor connection) regardless.

If you just want to connect follow this guide:

You will probably have to tweak a few things and there are some guides posted here, but those 2 will get you the basics.
