The site you are referring to is (I believe) Rugatu. Here's the original forum thread: https://bitcointalksearch.org/topic/ask-your-question-on-rugatu-and-get-rewarded-001btc-147119. The thread doesn't say that the promotion is closed, so you chances are you can still get the reward!

I cannot find the thread anymore, is that site that has alot of bitcoin Q&A still offering payouts for questions asked? And what about answering those questions, does it pay pretty good to lurk and post on that site alot?
