You will never change your rank quickly because the rules of the forum is that every 2 weeks you only have 14 activity so you will not increase your rank quickly if you want to buy and sell. I think the member up to achieve the rank so that it takes you nearly 3 months to be able to complete the rank

If you are talking about selling bitcoin and buying you dont have to ranked up you just need money to do this staff but if you are talking to join campaign signature and get a reward you need to ranked up atleast jr. Member.
No. You can create a thread at any rank. I would advise using a trusted escrow to complete the transaction though.
