There is a long road until Bitcoin becomes a second official currency in Luxembourg. People can sign the petition, but it doesn't mean the petition will be accepted by the Members on a debate, as you said. For now it smells more like only speculation.

Be great for bitcoin if this can get cleared, I have a feeling it would be rejected immediately though.

"Luxemburg being a country based on Fintech, SpaceMining and innovation should give a position signal by accepting the BTC as 2nd legal money, as it has been done in Japan before."
-  Robert Bigdowski.

Signature period ends the 30th of October and needs 4500 signatures to open a debate by Members.

That's not a lot of signatures needed to have a debate, so it may get that far. I am curious what will happen in that debate. Even if they vote against it, it does bring attention to Bitcoin and cryptocurrencies in general.

Any news like this that brings news that isn't negative about Bitcoin will help people learn something about it and may influence people enough to do research on their own. This can introduce Bitcoin to new potential investors that would not have thought about it otherwise. All in all, this is good news for Bitcoin.

Sidenote: I always thought Luxembourg was the richest country in the world per capita, but was surprised to learn (recently) that this title in fact belongs to Qatar. In fact, the GDP there is so large it is well over 2x of most other developed, first-world nations.

For example, my country consistently ranks in the top 10 for overall quality of life, however Qatar's average household income is almost 3 times larger than ours. Shocked
