Dealing anyone over skype or any other social media is terrible experience for me in past so i suggest not to contact this OP or any other traders who like to deal over skype/facebook etc. Better to deal within this forum using escrow in middle.

I think he means that he could receive and cash out your bitcoins.
you will get 65% he will get 5% and the guy who receives get 30%. so simply he is offering to take almost half of your bitcoins.
