You could probably use colored coins for this.
If anyone is interested in launching a project like this PM me. I have put considerable effort into planning such a local barter system and have found ways to make it beneficial for local business. Anyone with PC and or mobile programming experience would be very useful in launching this.
Bristol (Thats like London- England) issues its own currency. Obviously the Great British pound is also accepted but I think that some places within the town accept their own cuurency.

Non-fiat currencies are in common use throughout parts of the UK. There are the new-fangled local pounds (but with a marked 1:1 peg to Bank of England £) in Bristol, Stroud, Lewes, Brixton, etc. but the Bank of Scotland, Clydesdale Bank and Ulster Bank have been issuing similar notes in Scotland and Northern Ireland forever.
If the free market ever decided that the 1:1 peg between the non-fiat and fiat £s is no longer justified, the fun could really start...

There is a island near me that issues it's own local currency and it is a part of Canada. It is called salt spring island. The banks and all the stores will take the money on pair. It is more or less a gift certificate that you can use anywhere on the island. Still it is a currency there.

I can't recall but it was used as an example in one of my econ classes, I don't think they were a precious metal though, more like coupons. I think there's at least one in the northeast USA. But that's a pretty crazy story.
Some towns already issue their own currencies in an attempt to "keep spending local." I don't think there's been a problem with that.

how possible do you guys think it is to create a coop that creates a bitcoin standard local currency? what problems do you think it will have with state laws?
