It would be better if you scan that downloaded file by antivirus while installing it but it seems now you are infected by pc malware/trojan and your bitcoins are went from your wallet. While bitcoins are stollen you can't regain them because rules of transactions is like that. Learn on mistakes and use offline wallet in future if you have high number of btc and they will be safe from stole.
Also if transaction isn't confirmed, search some threads and in that situation you can regain bitcoin after some days when networks will forget your transaction.

But i was wondering if someone could help me i think i have just had my electrum wallet hacked while i was offline today. Two payments out at the same time.

I just downloaded electrum because my multibit HD started showing my bc as unconfirmed but that is not all. The exchange i use told me there are having problems with their servers and they keep having to be rebooted. My last transaction there took over 2 days to be confirmed from my and there side.

I am desperate to talk with someone that is technical as i am not i will call you if you give me a number what is ever easiest for you. I am desperate thanks.

Their are two reasons of hacking got, if you have downloaded the virsu file exe which will execute in the background and what ever you will type on the computer the hacker will receive it and like this not only electrum wallet but your other important data will also be stolen, so first check with virus and then check that whether you have given the details of electrum wallet on any other site or someone from the exchange. because electrum can only be hacked if the hacker gets your passphrase seed key then he can automatically open your wallet on his computer with the seed key, and withdraw the bitcoins.

but your account until hack and lost balance
i think your pc or lapotop infected virus, if balance bitcoin sending out can't back again

Yes may be the exchange you have chosen are scam may be, did you provide any details to them.To scam you they are keep saying the same answers we are upgrading and upgrading. I don't know why people changing from one exchange to another without proper reason, always go with exchange who are providing more security to your accounts.

Maybe the exchange site is a scammer site and they have scam you. People have to be very careful jumping from one exchanger to another exchanger, since scam have seen that attention of investors has been moved to bitcoin and other cryto currencies they are now put their full Concentration on it. Only trade with exchange that you know have a good tracks record and good reputation.
