TestNet doesn't have the strict standard rules as the MainNet and you can easily send a transaction with a non-standard output like this one that contains a ~10 kb output with a value of 0. Note that I created this tx as a test for a script that can't be spent (fails the size check), you should be able to use a single OP_RETURN.
Even if you faced troubles, it is trivial to mine a TestNet block with some workarounds.

Would anyone be willing to sell me some Testnet Coins? Faucet harvesting is way to slow...lol Mining isn't an option at the moment. I need like 1 BTC-T 2N8njohzGmzpxcu473mkhCPXZxYDJyX7AUU
What should be the need for 1 BTC testnet?
Bitcoin Testnet is not designed to be traded. If you are not confortable with the tiny amounts you can collect from faucets , i suggest you to ask for some more from the Lending board of this forum. And you are still a newbie, you will need a valid collateral.
