Yup. Coinbase does Paypal since fairly recently. Don't fuck around with attempting to trade with crappy websites or people you've never met. Coinbase will do the job best.

1. You can use coinbase.com or cryponit to exchange paypal and bitcoin if you are based in the US or in any of the countries within their sphere of operation. Head over to their site to register, provide ID verification and deposit/withdraw with either bitcoins or paypal.

2. Alternatively, since you are paid in bitcoins, you can go to localbitcoins.com to sell to people in your country. You will be paid in your local currency.

3. You can buy a reloadable virtual card from uquid.com or coinzy using bitcoins, for $1 $0.5. Load bitcoins on the card and pay at stores in USD, Euro, GBP etc. Check the fees if you are okay with it (they not high though).

Instead of going through PayPal, you can ask people here who may buy those books for you and ship to you from your local place itself and you can pay them direct bitcoins.
- You need to post your requirement in services section.
- You need to have escrow for this.
- You need to pay little extra to the person who will be helping you.

You can trade BTC foe PayPal here on forum but there is no service offering this. Or maybe you could find someone on localbitcoins. And PayPal doesn't accept Bitcoin. The easiest thing for you would be to get Bitcoin debit card so you can directly buy everywhere whatever you want.

As far as I know , there is no services doing this. (BTC to PayPal) but you could trade with individuals (which is what almost everyone does) these days. Head to this section  : https://bitcointalk.org/index.php?board=53.0 and make a thread mentioning how much you have and what are the fees that fits you and wait for someone to trade with. (It's not recommended to trade with low ranked users & users with no trust history) as PayPal is reversible payment method.

What would be considered a member with good prestige?

Well , members with high ranks are better to trade with because ranks are earned by time (which means the user is old) so trading with Hero member or Legendary member will increase your chances in getting a successful trade (that doesn't mean that It's impossible to get scammed by them). Always check their "trust" in their history and read carefully everything there, anyone with "red" trust is to avoid trading with , anyone with "green" trust is probably your best option , as for the neutral , then you should do your job by checking trust history and his posts etc... and try to not trade huge amounts at once.. instead , cut that amount into pieces and trade with different users.

Try out paxful or localbitcoins, I have used them before to buy bitcoins with paypal and find their sites work well. Selling bitcoins for paypal can be profitable as people are willing to pay more than the market price for bitcoins if the payment method is reversible.

I'm no trader, I'm just a writer who gets payed in Bitcoin.  I'd like to trade Bitcoin into paypal or credit card to buy textbooks and manuals for courses I'm taking.  I've tried before on some site, but my coins (150$) were seized for AML and then the company stopped replying, so perhaps I was scammed?  Anyways, anyone recommend how to best do this?  I only want to move small amounts to buy books.
