Simple, guys. It's a scam. These scammers will tell you to send first on the pretext that "PayPal can be chargebacked so they need a certain time window to hold the funds for their safety". They then do everything possible to spend those PayPal funds or even retrade them for bitcoins... before you (the victim) does a chargeback.
There are no coins. Don't get your hopes up.

Mostly my time. I can't sit all day doing super small transactions. That's really the only reason. If I did this full time I'd consider small amounts.
