Buying/selling accounts are not contrary to Bitcointalk rules, but it is untrustworthy behavior.
Generally, many who sell accounts use new accounts so blocking them won't be a problem for them.

True, they're gonna have a hard ranking up because of the merit system to eliminate those account farmers. Also preventing the scammers schemes. There's no use tagging negative trust to those account farmers because most of them are just dummy accounts. They don't care about negative trust because it's easy make a new one.
