You might have come across different thread in which 23rd October might have been mentioned but I don't see any relation of this date with forum and with your question the doubt and misunderstanding had been already cleared above.To celebrate the anniversary there are some art events organised by @theymos on forum in which you can take part and enjoy as well with others but can you link up thread where you have seen the 23 October refrence to check what you have seen?
This will be a 13th year of this forum, does it tells something especially with the trend? 
Anyway, still have a month for Anniversary let’s just wait and see if Theymos will have another round of art contest or any contest in relation to Anniversary, I guess it’s worth to celebrate.

I know that October is a significant month for Bitcoin, but like @nc50lc observed, you are quite early to the party.
