I get the same IP from the UK, and also shows as DDOS-guard.net. Theymos said the IP would hop every now and then, this is probably just a hop.

Does make the site quite slow though.

Slow but steady. Otherwise the forum would get hit by DDoS all the time.

http://cqcounter.com/whois/ results:

Russian Federation

IP is owned by ddosguard firm and it's not the real forum ip I guess, it can be a part of security.

ping bitcointalk.org
PING bitcointalk.org (186.2.165.183) 56(84) bytes of data.

Geolookup of that ip shows Russia.

Currently I see bitcointalk.org is hosted in Russia, is this in connection with the recent subpoena? And is it a move to try to avoid such subpoenas in the future? As long as bitcointalk operators are in the US, I guess it would not help much anyway.

On what level is Private Internet Access sponsoring bitcointalk, and how do we know they're not affilitated with GCHQ or similar?
