Thai really only works of the said user uses his/her username elsewhere and drops leads around.
Say I had an account which I only used here for Bitcoin discussions, how exactly would you be able to conduct a background check legally? (as in without breaching any laws in the process).

It is not necessarily a "background check", it is just using publicly available information and drawing plausible conclusions and "putting it all together".
