They should have done this after such hack on where they do impose such bounty.Good thing that they consider it out and still continuing to look for those funds but to say that they wont able to take back on the reputation that they had before.

Recovery would be impossible yet they have been seeking for such trace for how many years but still failed. 400M bounty? thats generous but it would be pointless for someone who do try.
They offered to pay $3.6 million back in 2016 when the value of 120,000 btc was around $71 million https://www.coindesk.com/bitfinex-6000-btc-bounty-stolen-bitcoin

There is no harm in trying again. Who knows if the hackers slip up and leave some traces this time. There may be new tracking methods that could pin them down.

I can't imagine the hacker(s) contacting them to say "Hey it's me! How are you? I will send you the 100k BTC missing and I get 25k BTC back. Great deal for me!"

Yeah, the hackers reading this must have thought this is some kind of a joke.

BitFinex has nothing to bargain with. They have nothing to leverage which would bring out the hackers and probably return the stolen Bitcoins. If only they are already closing in on these persons, they could raise this offer, but they are probably clueless right now. They're probably blind as to the hackers' identity and origin and even their very own next best moves to recover what was stolen.

Isn't it too late though, I mean the hacks had happened many years ago and I'm not sure if they offer a bounty to track those scammers back them. Although is it good that we have improved blockchain analysis, but these hackers do sure know what they are doing. Did they preserved any footprints to make this case move again?

Today Bitfinex announced a bounty for information relating to the 2016 hack when ~120,000BTC were stolen from Bitfinex.
https://www.bitfinex.com/posts/494

"We have continued to work with law enforcement agents in investigating the 2016 security breach. In February 2019, U.S. authorities recovered 27.66270285 bitcoins stolen in the 2016 hack, which were converted to U.S. dollars and paid to RRT (Recovery Right Token) Holders."

They only recovered 27 out of 120,000!

If the US authorities were unable to catch him/her, the chances are very small it will happen a day and I doubt they have regrets about robbing people.
