This is called inverted market.

he did not talk about the inverted value, take a closer look at the screenshot.

I experience this quite often at bitfinex. But everytime I see this, it is just because the trading engine is not fast enough.
So it was like: someone want to sell 100BTC for 200€ , while there are alot orders over 200€ in the orderbook. So the 100BTC sell order is clearing all those orders. But this takes some time and for this time you can see, that the bid > ask.  

But if your example takes longer than some seconds... I don't know what it could be.

In my experience, the order book (nor the last price) is going to be live (although the order book tends to be more delayed). I would personally recommend having an instance of bitcoinwisdom open displaying the bitfinex market that you are trading and you will have more up to date bid/offer data.

maybe the exchange is experiencing down time and it wasn't proceeded? it happen some times if there is too many bots doing trading at the same time

or the volume is too big that the exchange could be freezed for few seconds, i remember this was the case with cryptsy when altcoin trading was the big deal
