Just to weigh in on my experience, I was able to deposit and withdraw crypto (Bitcoin mainly but also a few other alts) without any verification request. I know that as recently as last year, you were even allowed to withdraw fiat (bank transfer or other payment processor) as long as it was below the limit of a a basic account. That's different now and any fiat withdrawal requires AML/KYC verification with personal documents. This was the exact same experience across exchanges I've used, including Bittrex, Poloniex.

The newest exchange I used was ViaBTC when it opened around the time of the fork, and I was also allowed to deposit and withdraw without document verification. But you can't even enter a bank account now without document verification.

Note: at all sites I did opt to verify Phone Number, which elevates you to Basic Verified account, higher limits basically.

AFAIK, there isn't any exchange that will send you fiat without doc verification anymore. Even if you manage to find one, wouldn't recommend you try if you're not prepared to disclose your identity.

Unless something has changed recently, you can trade USD markets and withdraw USDT (instead of USD) without verification at Bitfinex.

I think their legal position there is on shaky footing because it relies on Tether being a decentralized cryptocurrency. In reality, Tether is more like a token/security issued by a company.

You definitely can´t withdraw USDT from Bitfinex without verification.
Withdrawals in BTC or all the other offered altcoins are working without completing
verification.

My Bitfinex account is fully vefified, but
I made a withdrawal of 746 USDT on 25-09-2017 at 15:00:57 GMT+7; with withdrwal # 3920827. it has been showing "completed" at bitfinex website, but no USDT have reached my destination wallet. I sent a support ticket but have received no response for near 24 hours. I wonder what the problem is and what I should do. I have not been able to access this funds for one more days and I really need to use them. If anyone has a good suggestion, I would appreciate it. I have hesitated to send a second support ticket, but I have no response from bitfinex for so long. It is really frustrating when one is left in the dark for so long while 746 USDT are gone without an idea where they are. Thanks for help you may provide.

As long as fiat is involved, almost every exchange out there require KYC verification in order to use it. If you want to continue and use it only for alts which is unlikely because there are better alternative like Poloniex and Bittrex, then there will be no need to provide any info.
Poloniex also requires to verified to trade alts too, right? Or only if you use fiat?

Poloniex seems to be in flux at the moment. But yes, their verification standards apply across the board. They don't technically have fiat markets (although Tether is Bitfinex USD).

It seems like they may be enforcing some pretty stiff KYC now for new accounts. I tried to open a new account, and they were asking for all the usual information that a bank would ask for, including SSN! Who the hell would give that to Poloniex?!

I checked my old account and nothing has changed regarding verification tiers. Tier 1 is just name and email for $2000/day withdrawal limit. Add name, birthdate and address (and maybe phone number?) for Tier 2, which is $7000/day limit. And if they can't verify that info through public records, they will ask for the last 4 of your SSN (for US residents anyway). Tier 3 is full verification.
if you talking about poloniex, how you see difference limit als me?

it's probably different based on country of residence. i live in the USA, and i see the same $2,000 / $7,000 / $25,000 levels when i check my profile. i'm guessing you aren't american?

i've actually been moving funds off polo to reduce my exposure. i think they are going to increase verification standards on all accounts. they already did it for new accounts, and we see bittrex doing the same. i don't trust these guys with my ID, let alone my social security number.....

Do they only require verification just for withdrawing or before you can deposit & withdraw crypto? I just decided to have a look at their site and it says:

If you wish to deposit or withdraw US Dollars, your account must be verified to comply with relevant anti-money laundering (AML) and counter-terrorism financing (CTF) laws and regulations.

Bitfinex has adopted an online verification procedure which will require you to complete an online questionnaire and attach certain documents as support. You will also need to download, sign and upload a declaration form confirming the accuracy of the information provided and authorizing Bitfinex to verify the information.
