It's called transaction fee (mandatory). It's a fee that miners receive for including your transaction in a block that they mine.(i dont know what commision is)

Can you post the transaction ID, so I can give an accurate answer? My guess is due to a low fee that you used for the transaction fee itself (if that's the case, then you'll have to wait longer than you expected, before it receives a confirmation).it shows only “confirmation 0”
On a side note: You can use accelerators, in order to speed up the confirmation process.
