What's exactly your plan? Why you need partners to start a bitcoin project? If you can't afford to create a bitcoin faucet then my opinion is just leave it. You only need 0.02 btc maximum to start a faucet. If you can't afford that then think some other ways to collect that much btc and then plan to start a faucet. And I am sure no one will come forward to become partner unless it's a unique concept.
Why you are bumping a thread from last year December? Owner hasn't been active since May, 2017 and has surely shutdown this faucet already.
