VPN is to bypass the restrictions that your country or ISP may impose on accessing a specific site, but at the same time that service allows you to use access, but if the service is basically preventing you from certain things, then using a VPN will increase your problems and may lead to freezing / banning your account if it is in violation of the terms of use.

If PayPal blocks some services because they are not available in your country, do not use VPN and search for alternatives.
Well, I'm not sure it 's lawful in my country to ban someone because he's using a VPN, people are free to use proxies, TOR and other things in order to avoid to disclose their IP address. In addition Paypal knows my identity and my exact location, so it's up to them to allow or disallow me to access this feature without banning me.

It's interesting but I don't see any feature related to cryptos on the website. Is it only available on their app for smartphones? Besides that do you know if it works in every country because I had to use a VPN and to log out from my Paypal account to be able to see the page from your link.  Undecided

Just make it easy and buy Bitcoin on PayPal directly. But if you want to do it on Bitstamp, as said, you're fine.

1. Explore crypto articles. to learn about digital currencies and how they work.
2. Go to Finances. and select Crypto from the dashboard.
3. Choose your crypto. select Buy, and choose the amount you'd like to purchase.
It's interesting but I don't see any feature related to cryptos on the website. Is it only available on their app for smartphones? I am quite certain that it will not work in every country because of concerns on compliance usually in Europe and maybe in the same jurisdictions where big exchanges similar to Binance were banned.

Also, I would be careful in logging in and using payment processors and exchanges with a VPN. They are unpredictable sometimes.

It is safe in that it is being offered with the knowledge and approval of PayPal itself. Bitstamp is also a legitimate platform. That's it. Safe as in you're in total control of your funds, however, of course we all know it isn't.

You might want to read Bitstamp's FAQ as regards PayPal transactions for further information. In particular, you might want to take note that in connecting PayPal to your account, you "need to make sure that you use the same email address and name associated with your PayPal account as the ones you've used to register your Bitstamp account."

 - you need to have two-factor authentication to be enabled.
 - Purchase limits up to $2,500 USD/EUR/day using PayPal
 - withdrawals of funds to PayPal will not be supported

How safe is it buying BTC with paypal balance at Bitstamp? Do you risk having your paypal account suspended?
No risk at all because paypal made some new crypto leaning changes in the past three years

I doubt there's any risk. PayPal itself now offers cryptocurrency trading, and Bitstamp is regulated, so I can't imagine them adding support for PayPal if it was against their terms of service.
