No, that screenshot is dated December of 2017, while the article that OP posted was released just 7 hours ago. What are you trying to say? 
The print is old but the article is pretty much the same (with a few different words and an "Updated on April 10, 2018"). Go to the BitTrex website and click at the "Register" button. They will redirect you to this article page[1].
