Well, assuming you have indeed privileged information from someone working for the government of your country, those black operations could literally mean anything.
What comes to mind first is the fact there is an presidential election soon in Venezuela, and the government of the United States would like the current administration to be replaced by someone who is willing to do business with the USA, for example. Though, I don't know to what extent it would be possible for the USA to be planning and funding something in such country.
It could also be part of what is going on in Ukraine, and some western countries are preparing to go further with the support for Ukraine, completely avoiding the the Russian take over those regions.
